Walter Ray Williams Jr., defeated Bob Learn Jr., in a battle of the top two earnings leaders for 1996 and top candidates for IOF/PBA Player of the Year, 214-202. The Greater Harrisburg Open became Williams' fifth title of the year and 21st career title. For the victory Williams took home $16,000. Fittingly, the match came down to the final frame. Williams was in control early, striking in four of his first five frames while Learn started with a double, had an open frame in the third after failing to convert a 2-4-8-10 split then converted two single pin spares. Williams had a chance to close Learn out, but the 5-pin refused to fall on his first shot in the 10th, giving Learn a chance to win. Needing the first two strikes in his 10th frame, Learn left a screaming 10-pin on his first shot and had to settle for the second-place check worth $8,500. Williams, who was seeded fourth, started his title run early by knocking off Norm Duke in the opening match of the ESPN telecast, 288-238. A 2-pin on his second shot in the 10th cost him the perfect game. Next up was Bill Oakes, who Williams defeated, 207-184. The semifinal match was a 228-227 win over Mark Williams, who had a chance to force a two frame roll off, but left the 3-pin on his last shot in the 10th. The title gave Williams his second consecutive win in as many tournaments as he didn't bowl the Touring Pro-Senior Doubles.
